Four granted bail over parcel that led to Ghanaian’s 25-year sentence in Qatar

Four people have been granted bail by an Accra Circuit Court after a parcel they allegedly handled was found to contain 4.6 kilogrammes of marijuana in Qatar.

The parcel had been given to Ghanaian traveller David Vouganye for delivery in Doha.

He was arrested by Qatari authorities after the suspected narcotic substances were allegedly found hidden among food and personal care items.

Vouganye was later prosecuted in Qatar and is currently serving a 25-year prison sentence.

The accused persons before the Accra Circuit Court are Isaac Techie-Menson, 57; Comfort Ofosu, 25; Catherine Quaye, 43; and Kwaku Blorme, 38.

Techie-Menson, Ofosu and Quaye are travel agents, while Blorme is a tiler.

They have been charged with unlawful control of narcotic drugs and engaging in prohibited business relating to narcotic drugs.

All four pleaded not guilty.

The court, presided over by Stephen Sarpong, granted each of them bail in the sum of GH¢100,000 with three sureties.

The court ordered that the sureties must live within its jurisdiction.

One surety for each accused person must also justify the bail with landed property valued at not less than the bail sum.

The accused persons were further directed to report to the investigator every two weeks.

They are expected to return to court on August 3, 2026.

Chief Inspector Maxwell Oppong, prosecuting, told the court that the Drug Law Enforcement Unit of the Criminal Investigation Department received a complaint on October 30, 2025.

The complaint was lodged by Kwasi Dari, father of David Vouganye.

According to the prosecution, Mr Dari reported that on October 13, 2025, Techie-Menson and Ofosu gave a parcel to his son, who was travelling to Doha.

Vouganye was allegedly asked to deliver the parcel to someone who would meet him at the airport in Qatar.

The prosecution said the parcel was intercepted during arrival checks in Doha on October 14, 2025.

Authorities there allegedly found suspected narcotic drugs concealed inside the package.

Vouganye was arrested, prosecuted and sentenced to 25 years’ imprisonment.

The court heard that on October 30, 2025, Mr Dari saw Techie-Menson and Ofosu at the airport in Accra.

With the assistance of Airport Police, they were arrested.

During investigations, the two allegedly identified Quaye as the person who had brought the parcel to them to be sent through a passenger travelling to Doha.

Quaye was subsequently arrested.

In her statement, she allegedly identified Blorme as the person who gave her the parcel.

The prosecution said Quaye told investigators that when she inspected the parcel, she saw gari and sealed containers of Ever Sheen cocoa butter.

Blorme allegedly admitted sending a parcel to Quaye but maintained that it contained only food and personal care items, including fante kenkey and epiderm cream.

The prosecution said investigations are still ongoing.

A formal request has also been sent through Interpol to authorities in Qatar for full details of the case involving Vouganye.
