President John Dramani Mahama has inaugurated the Joint Cyber Security Committee (JCC), a high-level body designed to unify the country’s security and intelligence agencies in the fight against cybercrime.
The launch took place on Wednesday, October 1, 2025, at the opening of the National Cyber Security Awareness Month, celebrated under the theme “Building a Safe, Informed, and Accountable Digital Space.”
The President described the JCC as a “vital step” toward building resilience against cyber threats.
“Cyber security must not be fragmented. It requires unity of purpose, a clear strategy, and consistent education,” he emphasized.
The new 18-member body will work closely with the Cyber Security Authority, ensuring proactive measures and coordinated responses to evolving digital risks.
The JCC brings together senior figures from finance, intelligence, law enforcement, and the armed forces, including:
Dr Zakari Mumuni, First Deputy Governor, Bank of Ghana
Albert Kwadwo Twum Boafo, Chief Executive, Financial Intelligence Centre
John Philip Eddico, Deputy Director-General, National Intelligence Bureau
Raymond Archer, Deputy Executive Director, EOCO
Emmanuel Eric Gyebi, Director of Cybercrime Unit & Child Protection Lab, CID
Also serving are senior representatives from the National Security Council Secretariat, National Signals Bureau, Defence Intelligence, Ghana Immigration Service, Attorney-General’s Department, Armed Forces, and the Ghana Domain Name Registry.
President Mahama further announced that Ghana will ratify and sign the UN Convention on Cybercrime this month, a move expected to enhance investigative powers, support prosecutions, and strengthen protection of critical infrastructure.
In addition, government plans include tightened licensing systems, professional certifications, and product approvals to secure Ghana’s digital ecosystem.
Highlighting the purpose of Cyber Security Awareness Month, the President said the campaign is as much about ordinary citizens as it is about institutions.
“This is about ensuring every Ghanaian understands the risks of the digital world and knows how to stay safe,” he noted.
