World Bank official stresses practical skills in contract management

Contract management requires more than just adherence to guidelines—it demands sound judgment, negotiation skills, and the ability to resolve issues pragmatically, according to Ms. Lina Tutunji, Senior Procurement Specialist and Procurement Hub Coordinator for Ghana, Liberia, and Sierra Leone at the World Bank.

Ms. Tutunji shared these remarks on Monday, April 28, 2025, during the opening session of a four-day training workshop focused on contract administration using FIDIC standards. The event, held at the Engineering Centre in Roman Ridge, Accra, brought together 50 professionals involved in World Bank-funded projects across five West African nations—Ghana, Liberia, Sierra Leone, Cape Verde, and The Gambia.

This year’s training, which runs until June 2, 2025, centers on the FIDIC Red Book, a globally adopted framework for contract management in construction and infrastructure projects. Now in its second year, the workshop is organized in collaboration with the Ghana Consulting Engineers Association (GCEA).

In her opening address, Ms. Tutunji emphasized that successful contract management is vital for the timely and cost-effective delivery of infrastructure projects. She highlighted that strong procurement practices combined with effective contract oversight help ensure that projects meet the expected benchmarks of quality, resilience, and sustainability.

She noted that since 2017, the World Bank has formally adopted FIDIC's standard contract forms into its procurement processes. These standards offer clear strategies for managing risks and resolving disputes, thereby playing a pivotal role in project implementation.

Welcoming participants, Ing. Kwabena Bempong, President of the GCEA, underscored the importance of understanding the technical nuances of FIDIC contracts. He commended the return of the lead trainer, Engineer Abdel Hafiz Abdel Moniem, a seasoned FIDIC-certified professional with over 27 years of experience and a deep familiarity with the African project landscape.

Engineer Moniem is known for his practical and engaging training style, blending his expertise in civil engineering and construction management to help participants master the often complex clauses of FIDIC contracts.
